Billy is a missing man in Wisconsin. Haywire met his blind mother in the episode Subdivision.

According to his mother, he ran away after marrying a girl, which his mother has opposed. After Billy left, his mother has been waiting for him. His favorite food is peanut butter with jelly sandwiches with the crust cut off. The character Charles "Haywire" Patoshik pretend to be his mother's missing son and took a pair of Billy's clothing. It does not suit Haywire very well. Billy's mother later told Haywire that "I don't want to say I told you so, but that's just not the girl for you". She took Haywire's hand, found that he has no wedding ring, and called the police about an intruder.
